Richard
Haass (U.S.) Richard Haass is the President of the Council on Foreign Relations, in New York City, and the former Director of Policy Planning at the U.S. Depart- ment of State, where he was a principal adviser to Secretary Colin Powell.
Dr. Haass, who holds the rank of Ambassador, has also served as the Director for Foreign Policy Studies at the Brookings Institution in Washington D.C, and as U.S. coordinator for policy toward the future of Afghanistan. Educated at Oberlin College and Oxford University, he is the author, most recently, of The Opportunity: America's Moment to Alter History's Course (Public Affairs, 2005). He received the State Department's Distinguished Honor Award for his work in support of the Northern Ireland peace process.
