"Isolate Militants In Their Countries: By Giving Hope, Terror Can Be Extinguished"

Granada. According to revolutionary grandfather Mao Tsetung, guerilla fighters are most effective when moving among their peoples "like fish in water."

Islamic terror has found refuge in political crisis centers, exploiting liberation movements there: as in the case of Palestinians, Chechnyans, Kashmiris, South-Filipinos, Indonesians, etc.

The conference on Islam in Granada is searching for remedies. One idea is to isolate totalitarian forces by depriving them of support among the people, by offering the people programs of hope, help and partnership. The miracle of the ingenious Marshall Plan after World War II turned Germany and Austria into functioning democracies. But the European Union also did the trick in post-Franco Spain, turning it into a booming, established state.

Terror, of course, will subside completely only if confronted by decisive force, denying it any chance of success. In the Cold War, U.S. President Truman had a term for it: "Containment Policy."
